Leixões is the port of Porto — and Porto is one of Europe's most captivating cities. This working harbor serves as the cruise gateway to Portugal's second city, whose UNESCO-listed historic center tumbles down the steep banks of the Douro River in a cascade of granite, azulejo tiles, and dramatic topography.
